Nobody constructs as much as we do in Moscow now

Deputy Mayor of Moscow on City Planning Policy and Construction Marat Khusnullin told the newspaper KM about record volume of new housing, opening of new schools and metro stations.

The capital of Russia develops really fast. The year of 2016 broke some records in the volume of housing constructed and the number of metro stations opened. Two of the metro stations were opened in New Moscow area. More hospitals, schools and kinder gardens were constructed. The transport infrastructure development stays in priority.

The largest construction sites – the Northeast and the Northwest chords and the Southern lateral road are constantly growing. Recently the Mayor of Moscow Sergey Sobyanin inspected the construction of the Southern lateral road.  

The section from the Varshavskoye highway to the Proletarsky prospect is planned to be completed by the beginning of 2018. The first speed trains start operating at the Central Ring – the city becomes more accessible for everyone. Other important constructions continue. The renovated stadium Luzhniki and the unique landscape park with the underground part Zaryadye are under construction.

The plans stay as intense for the year 2017. The polycentric approach to the development of Moscow will be kept, aiming for the housing access, new metro stations construction in each district. Also attention to the social projects will be paid. The Newspaper MK discussed the results of the construction in 2016 in Moscow and future plans with the Deputy Mayor of Moscow on City Planning Policy and Construction Marat Khusnullin.

 — Mr Khusnullin, could you summarize the construction industry achievements in Moscow in 2016? Did the financial crisis affect it?  

- At present, we may talk only about provisional figures, but in general, we were successful. We planned 8.5 million square meters of real estate, including 3.5 million square meters of housing. In three quarter we constructed and put into commission 6 million square meters of real estate.   

I would like to emphasize that about 1.6 million square meters of housing were constructed in New Moscow, supporting the program of the polycentric development.  Each year there are speculations about crisis, but I would like to remind again, the construction industry in Moscow does not experience any difficulties. And it is unlikely in the future.

Some events and tendencies should be classified as certain difficulties happening periodically to any country economy.  At the same time the economic position of developers became better in 2016. Their profit increased by 30% over the previous year. If there was a crisis the citizens hardly would invest 620 billion rubles into real estate construction. Also no investor left the market.

In its turn, these investments facilitate the development of the private education: about 20–30% of investor do not put new schools and kinder gardens into commission of the city, but prefer to keep and operate them.

— Moscow is one of the world leaders in terms of the metro construction volume. How did you manage to accomplish such pace of the metro construction?

— I would like to remind that according to the metro development program, the total length of metro lines should increase 1.5 times by the year 2020.  In 2016 70 km of rails were installed: metro rails and 54 km of the Moscow Ring. So I think Moscow is almost leading in this field. Perhaps, Moscow concedes unless to Beijing, where the records has it as 80 km of new rail transport lines per year.

Construction at a fast pace and with lower funding was accomplished through the number of measures.  First, the management decision was made to choose one operator of the metro construction. “Mosinzhproket” was chosen, with 100% of its registered capital being property of the City of Moscow.

Also we use the Madrid’s practice for some sections: construction of the double-track tunnels with “bench” platforms instead of two one-track tunnels with “island” platform.

The method was applied at the section of the Kozhukhovskaya line from the station Nizhegorodskaya to the station Kosino, at the eastern part of Third Interchange Circuit from the station Tekstilschiki to the station Klenoviy Bulivar and others.

Besides, the majority of the sections of the metro lines are constructed shallow and with the modern TBM. In perspective, we will totally stop constructing deep stations, the last planned is Nizhnyaya Maslovka. 

The quality of the metro construction stays very high in the same time. Furthermore we enhanced the control service, establishing the office with 90 employees. Also it is impossible to make a big step with the production not being actualized or using outdated technology.

— Which metro stations will be opened by the end of 2016 and which are planned for the next?

— We have already opened 5 new metro stations for Moscow citizens. First two appeared in New Moscow – Rumyantsevo and Salarijevo at Sokolmichaya line.  

In autumn we put into commission one of the most complicated sections of Moscow metro  - from the station Maryina roscha to the station Petrovsko-Rasumovakaya at Lyublinsko-Dmitrievskaya line with new stations Petrovsko-Razumovskaya, Butyrskaya and Fonvizinskaya. About 240 thousand people living in Butyrskiy district got the station within the walking distance from their apartments.

The construction of one more also important section of the Solntsevsky radius will be completed until the end of 2016 – from Park Pobedy station to Ramenki, including tree new stations Ramenki, Minskaya and Lomonosovsky park.

At present the finishing is almost completed and the facilities are at the process of putting into operation. In spring the landscapes in vicinity of these stations will be developed, the large trees will be planted.

We work very intensively at the Third Interchange Circuit from Delovoy Center to Petrovsky Park as well. The section will be put into operation in the first quarter of 2017.

Also the Kozhukhovskaya line is under construction and we work fast. It is planned to complete the section from Nekrasovka to Kosino in 2018, but perhaps, we will manage earlier. In total we planned 100 km of the lines and 52 stations to be constructed before 2020.

It will provide 95% of Moscow citizens with the metro stations within the walking distance

— The last year broke the record of scale of the transport infrastructure projects implementation. What did you remember the most about it and what are the new goals?

- The volume of the road construction in Moscow is one of the constant highest marks of the development in the world, only Chinese metropolises prevail. We fully accomplished the project of main crossing renovation of the Moscow Ring Road and outbound routs.

Now we will focus on the formation of the new links between the city districts. In total 77 roads, 39 constructional works and 16 pedestrian passages has been put into operation since the beginning of 2016.

Moscow received 11 new significant road projects for the day of the city

Including the traffic interchange at the 41 km of the Leningradskoe highway, the direct flyover of the Volgogradky prospect crossing Volzhsky boulevard, the flyover of the Schelkovskoye highway at the crossing with the 9th Parkovaya street and other important transport infrastructure projects. The direct highways are under construction at present to become new links between districts.

The construction goes really fast as these links were lacking. There will be the North-Western, the North-Eastern and the Southern highways (the Northeast and the Northwest chords and the Southern lateral road).

The former we put in operation in parts and open for traffic. One of the parts which are currently under construction will be completed by the end of 2017 and another in 2018. The construction of the whole highway will be finished in 2019. Although these dates are real if we successfully undergo public hearings and receive the support of the locals.

Usually we go ahead of the schedule while implementing the road projects.The North-eastern highway has been already under construction as well. We finished the section from Izmaylovskoye to Schelkovskoye highway and it included 3 flyovers and 2 bridges. As for the Southern lateral road -  the first section will be ready by the end of 2017. 



Talking about planned figures for 2016 - the result we aimed for was 100 km of new roads  

— Will the same pace and scale of construction work be applied to the construction of the schools, medical establishments, kinder gardens and other social infrastructure objects?

— The Moscow City Administration has not reduced the investment of the social infrastructure development since 2010.  Of totally planned 10 schools 9 were constructed in 11 months. Also we built 14 kinder garden and two clinics, both from budget funding and extrabudgetary fundings.

There will be 340 social objects constructed in nearest 3.5 years in Moscow, including 40 kinder gardens, 22 schools and 29 primary schools. The funding of the healthcare objects we increase twice.

It will allow constructing 20 new clinics, 7 emergency stations, 32 new hospitals and 9 hospital pavilions, including large medical complex in the Kommunarka small town of New Moscow. Also some important cultural object will be completed. Particularly the new modern building for Oleg Tabakov theatre and next the House of Russian émigré community named after Alexander Solzhenitsyn.

—  One more ambitious program is the intermodal transport hubs construction project. What are the plans regarding those projects and how interesting are they for investors?

—  The construction of  intermodal transport hubs integrated into metro lines and rail lines is a part of our most ambitious programs, implementation of this program will build new logistic system. Our main goal is to turn the hubs into catalysts of the development of the territories around them.

Some investors are interested in these projects at present. About 80 companies have got acquainted with the specific suggestions on the participation and representatives both foreign and Russian funds. We have a successful experience of Russian investor-developer GK Pioneer and Japanese company Nikken Sekkei partnership resulted in the construction of the multimodal hub Botanichesky sad.

The investor for three more hubs are confirmed for the next year, it will be the Seligerskaya,  the Rasskazovka and the Lefortovo hubs. The technical part is under development. Recently we presented 8 hubs projects and received 23 applications from development companies. Now we prepare one more application pool for transport hubs, including the Moscow Central Circle.

— Moscow is preparing to welcome several games of the World Cup 2018. Would you tell us about the preparation work.

—  We may state the high level of readiness. The construction and reconstruction of the sport objects go under the planned schedule and some of them go ahead of the schedule. The totally new sport arena was constructed in 2014 with a regard to the World Cup 2018. It is Otkrytiye Arena opened on the day of the City, the stadium is a home stadium of the football club CSKA.

We constructed and opened 6 training fields of 11 planned. The rest 5 will be completed in 2017. In total 29 objects were put into operation under the program “Sport of Moscow”. The reconstruction of the main arena of the World Cup 2018 Luzhniki is being performed at the record pace and it is almost finished. Representatives of FIFA during their recent inspection noted that Luzhniki is the only arena among other Russian arenas participating in the World Cup, which fulfills the obligations ahead of the schedule.

— The main work is finished. What are the tasks remaining?

— The information display is about to be installed along with the new chairs. The construction work is completed by 95–97%.In the first quarter of the year the arena will be operating, earlier than scheduled. So we have already planned the first match of the Fed Cup.

Also I would like to emphasize that we not only work with the arena, we also develop the surrounding area. There will be a large modern sport cluster with 26 different sport facilities, including Water Sports Palace, Ice palace, Rhythmic Gymnastics Center, etc. FIFA Director of Competitions Colin Smith stated that the delegation was satisfied with the achievements reached at the stadium and creation of the living environment in its surroundings.  

As part of the area development we completed in September 2016 the work for the improvement of the embankment, making it more comfortable for pedestrians and sportsmen. The planting of greenery is almost finished. In total 1,500 threes will be planted here, more than 50 thousand bushes, 14 thousand square meters of flower gardens. Luzhniki will become one of the greenest urban areas suitable for practicing sports and walking.
